| Explaination | For the past 9 years, I have served as the executive director of the CollegeBound Foundation in Baltimore City, a non-profit dedicated to helping Baltimore City public school students navigate their paths to and through college. CollegeBound has relationships with most MD colleges and universities, in our joint efforts to help Baltimore's students get into and graduate from MD colleges. During my time at CollegeBound, every year most MD colleges choose to sponsor our annual Scholars' Luncheon. Colleges purchase tables for the event (in the amount of anywhere from $1500 to $25,000 -- most on the lower side) honoring Baltimore City Schools' graduates.
In addition, starting in fiscal year 2016 and continuing to the present, CollegeBound has applied for -- and won -- a competitive grant administered by the MD Higher Education Commission. The grant -- the Maryland Higher Education Outreach and College Access Program (MD HEOCAP) is established in state law -- Section 11-1101, Education Article, Annotated Code of Maryland -- and exists "to support and encourage low-income high school students to attend and complete college." CollegeBound has competed for this grant since the grant's establishment in FY 2016. Currently, CollegeBound's grant award is $140,000, covering October 2022 - October 2023.
When I join the MD Higher Education Commission as a commisisoner, effective July 1, 2023, I will of course recuse myself from any discussions of this grant and who should receive it. CollegeBound will continue to apply for this grant, as it has for the past 7 years, but it will be completely separate from my work on the MD Higher Education Commission.
I always serve on the board of the University of Maryland Medical System (UMMS). I know of no conflicts between MHEC and UMMS but would of course disclose any conflicts that arise and recuse myself from any discussions as necessary.
