| Explaination | I am seeking appointment to the Advisory Committee to the Maryland Commission on Transportation Revenue and Infrastructure Needs as set up by SB 362 approved in the 2024 session. The bill calls explicitly for "three representatives of labor unions including at least one representative of labor unions that represent mass transit workers employed in the State;"
I work for Amalgamated Transit Union Local 689, a labor union representing mass transit workers employed in Maryland.
The guidance provided in the PDF is entirely unclear as to whether I need to seek exemption, despite this type of advisory board/committee/task force set up being extremely common. Since I am seeking a seat that explicitly requires my employment with my particular employer, I do not know whether this needs an exemption. The only reference in the materials on "advisory" bodies was in reference to directors of professional associations, not my case. Exemption 1 listed in the document refers to exemptions for employment that are explicitly required in statute, but only makes reference to regulatory or licensing units, not advisory commissions or task forces. I believe this same exemption should apply since the statute requires this seat for someone with this employment, even though the guidance does not allow it.
