| Explaination | My duties include coordinating responses to Maryland Public Information Act requests, advising County departments on records compliance, managing fee assessments, and serving as a liaison between the County and requesters. Because the Maryland Public Information Act Compliance Board reviews certain disputes arising under the Public Information Act, Worcester County could, on occasion, be a party to matters within the Board's jurisdiction.
I believe my employment presents a potential conflict only because of my role in administering the Public Information Act at the local government level. At the same time, that experience is the very reason I can contribute meaningfully to the Board's mission. For more than two decades, I have overseen public records compliance for Worcester County, processed hundreds of requests, worked extensively with requesters, attorneys, and state agencies, and developed practical expertise in the application of Maryland's Public Information Act.
My appointment would provide the Board with the perspective of an experienced local government records custodian while promoting the consistent and effective administration of the Public Information Act statewide. If appointed, I would fully comply with all applicable ethics requirements and would recuse myself from any matter involving Worcester County Government or any issue in which my participation could reasonably create the appearance of a conflict of interest.
Accordingly, I respectfully request an exemption to permit my service on the Maryland Public Information Act Compliance Board while continuing my employment with Worcester County Government. |
