| Explaination | My Employer, as an Ocean Carrier, is assigned bay pilots as independent contractors via the Pilots Association. The Board establishes rules and regulations to ensure the safety of pilotage services. In 1984, the responsibility for setting pilotage fees and charges was transferred to the Public Service Commission (Chapter 727, Acts of 1984). Therefore on behalf of my employer I share a common goal with the State Board of Pilots ensuring the safety of the pilotage services, and no conflict regarding setting pilotage fees that are not under the purview of the State Board of Pilots.
Normal complaints regarding pilotage services rendered are addressed directly with the Pilots Association. Only in the case where a complaint was deemed to be insufficiently handled by the Association would a complaint from my employer be raised to the level of the State Board of Pilots. In the very unlikely event of that occurring I would expect to recuse myself from that topic.
